The photographic portrait would appear to be that of Higley according to "Linn County Soldiers and Sailors World War 1", data contributed to the American History and Genealogy Project by Robert Barker (copyright Sandra Newman Sanchez).

Headline article: "2nd Bn., 6th F.A. Goes on 3-Day Practice March. All organizations of the 2nd Battalion 6th Field Artillery, with the exception of the Band, under the command of Major Harvey D. Higley, left the Artillery Compound early Thursday morning in full field marching order for a three day practice march. The Battalion Staff consisting of Captain Howard E. Camp, Adjutant; Captain John H. Keatinge, Captain Bennett, and Lieutenant Griffin, accompanied the Battalion Commander on the march....The return to Coblenz will be made today, the Battalion breaking camp and leaving for home early this morning, arriving to Coblenz-Lutzel sometime this afternoon...."
