Foreword

 

            This guide is to assist faculty in their efforts to obtain external and internal funding for research, teaching, and equipment support, in short, all types of funding.  This includes proposals for external funding to federal or state agencies, private constituencies (including individuals, corporations, foundations, and associations), as well as internal funding sponsored by The University of Tulsa Office of Research.  The objective of this manual is to inform faculty of the procedures, guidelines, and policies of The University of Tulsa relating to research and scholarship.

             In addition to the information presented, this manual also contains internal funding application forms and required approval sheets.  Some of the forms must be completed prior to the submission of a proposal, such as the "Proposal Approval for External Funding" (template) form which MUST be completed for ALL external funding regardless of the purpose, size, or source of funds.  Another critical form contained within this manual is the "Outside Employment Report" (template) form that must be filed prior to any commitments to provide off-campus short-course teaching and consultant related activities during the University contract period.

             This manual is divided into three parts:  Internal Funding, External Funding, and Policies of The University of Tulsa.  The Internal Funding section addresses programs sponsored by The University of Tulsa to support faculty and student research.  The section on External Funding contains information regarding summer pay, use of internal consultants on government sponsored projects, the Organizational Prior Approval System (OPAS) as well as general advice on proposal writing, budget preparation, and proposal evaluation.  Sample forms and budgets are given in styles that are well-organized and easily evaluated.  This material is intended as a reference.  The section entitled Policies of The University of Tulsa addresses the University's position (and in some cases, government agency's positions) pertaining to research, scholarship, inventions, patents, equipment, and short-course teaching.
